What should a commissioning checklist include?

A commissioning checklist should identify the product (location, make, model, serial, rating and any network details), confirm the pre-commissioning checks, record each test with its result and any readings with units, show what was done about failures and the retest, and end with the engineer's and witness's signatures. Follow the tests your standard, commissioning plan or manufacturer specifies.

Commissioning engineers and installers testing each product they have fitted, such as an inverter, battery or charge point, often with a client, consultant or main contractor witnessing.

How do you get the most from a commissioning checklist?

Capture the serial before it disappears

Record the serial while the product is still in reach. Once a panel is on the roof or an inverter is boxed in, nobody goes back for it.

Write the expected result, not just the test

“Check setpoint” can't fail. “Setpoint 21 °C, reads within 0.5 °C of reference” can, which is the point.

Keep the fail and the retest on one record

A fail followed by a clean retest is good evidence. A separate retest sheet with no link to the fail looks like something was hidden.

Book the witness before the test day

If the client or consultant must witness, agree the date and the products first. Retesting because nobody was there costs a day.

Is this commissioning checklist template free?

Is commissioning a legal requirement?

For fixed building services in England, such as heating, hot water, air conditioning, mechanical ventilation, fixed lighting and their controls, yes. Under regulation 44 the installer must notify building control that commissioning followed an approved procedure. Approved Document L Volume 2 describes commissioning as testing and adjusting as necessary, following manufacturers' instructions. For MCS solar PV installs, MIS 3002 requires commissioning to a documented procedure, with inspection and testing to the IET Code of Practice. Other work is usually set by the contract and specification.

Does this replace a commissioning plan?

No. On larger jobs Approved Document L expects a commissioning plan naming the systems to test, the tests, the schedule, roles and documentation. BSRIA publishes a model plan (BG 8/2009). This checklist is the per-product record you fill in against that plan.

Can I use one checklist for solar PV, batteries, EV chargers and building services?

Yes. The system dropdown and the network section cover them all, and the tests section takes whatever your standard, plan or the manufacturer specifies. For MCS solar PV work, keep the completed checklists: MIS 3002 lists copies of all forms and checklists used to commission the system as part of the handover pack.
